Car modification in Dubai and the other emirates is driven first by heat, paint and sand and only secondarily by performance. Window film, paint protection film and ceramic coating account for 74.59% of installations and 38.29% of spend, because federal rules allow 50% tint on side and rear glass and tint is fitted to an estimated 80 of every 100 new cars delivered. The remaining spend divides between wheel and tyre upgrades and performance and styling work, the segment most exposed to police enforcement.

The vehicle base beneath the market is large and expanding. Salik data reported in August 2025 put registered vehicles at 4.56 million in June 2025, up 390,000 in twelve months, and dealers sold 335,772 new vehicles in 2025, up 5.3%. The 2026 regional war cut new sales by 25.8% in the first half, and market value falls 4.60% to USD 489.77 million in 2026 before recovering to USD 596.07 million in 2027, with the registered parc rather than new sales sustaining the floor of demand.

The forecast for the UAE car modification market rests on three conditions, the first being a recovery in new car sales from the 2026 war to about 368,000 units by 2030. The second is continued growth in the registered parc at about 4.5% a year after 2026, and the third is a rise in installed prices of about 3% a year following a 5% increase in 2026 on freight and insurance costs. Should new sales remain depressed into 2027, film and paint protection would lose most, because that segment is tied to the new-car handover.

Installation volume is the anchor series of the market estimate, and value is derived from installations and an average spend per installation that rises from USD 668 in 2025 to USD 814 in 2030, a 4.05% annual increase. UAE workshops, dealers and accessory retailers completed an estimated 769,057 modification and accessory installations in 2025, up 6.42% from 722,693 in 2024, and are forecast to complete 974,689 by 2030, a 4.85% compound annual growth rate. One installation represents one job on one vehicle, so a full tint, a paint protection wrap, a lift kit or a set of wheels counts once regardless of the number of parts involved.

The series runs from 722,693 installations worth USD 465.72 million in 2024 to 769,057 installations worth USD 513.39 million in 2025, then dips to 708,182 installations and USD 489.77 million in 2026 as new car sales fall about 17% for the year. The new-car recovery lifts the market to 812,341 installations and USD 596.07 million in 2027, after which it reaches 868,651 installations and USD 659.70 million in 2028, 921,264 installations and USD 724.42 million in 2029 and 974,689 installations and USD 793.50 million in 2030.

Two forces raise the average spend per installation, the first being the displacement of cheaper film and coating by paint protection film on new cars. The second is the movement of off-road builds up the price ladder as Chinese and Japanese off-roaders such as the Jetour T2 and Toyota Land Cruiser FJ widen the base of buyers.

Window film dominates the installation count, with tint fitted to an estimated 80 of every 100 new cars delivered and to 22 of every 100 used-car transactions, giving 493,018 tint jobs in 2025 within the 573,603 film and protection installations. Paint protection film adds 33,577 jobs, at an estimated 10% of new cars, and ceramic coating adds 47,008. Off-road equipment represents the smallest count, at 35,854 jobs, reflecting four-wheel-drive SUVs and pickups at an estimated 30% of new sales, of which 20% buy an off-road package at delivery, together with 7% of used four-wheel-drive transactions.

Off-Road Kit Is Under 5% of Jobs but More Than a Fifth of Spend

The defining characteristic of the UAE modification market is the uneven distribution of spend across jobs. Off-road and overland equipment accounts for 35,854 of 769,057 installations in 2025, or 4.66%, but USD 115.29 million of USD 513.39 million in spend, or 22.46%. The average off-road job costs about USD 3,216 (AED 11,809), against about USD 343 (AED 1,259) for the average film or paint protection job.

That average is consistent with workshop pricing across the UAE. An August 2025 survey of off-road garages put a basic desert build, with lift kit, all-terrain tyres and underbody protection, at about AED 10,000 and a premium build with custom shocks, snorkel, engine tuning and rooftop tent at about AED 80,000. Xtreme 4x4, a Dubai retailer, lists Jeep Wrangler JL lift kits from AED 2,750 for a 2.5-inch kit without shocks to AED 17,545 for a 3.5-inch Dobinsons system. The off-road segment is small in count and large in value because each buyer is building a vehicle rather than treating one.

Volume and value therefore sit in different places for suppliers. A film brand requires installer reach and dealer handover relationships across hundreds of thousands of cars, whereas an off-road brand requires a few thousand high-value customers, desert-season stock and the fitting capacity to complete builds before November, when the season begins at locations such as Lahbab and Sweihan.

The 2026 War Hit New Car Sales Harder Than Modification Spend

UAE new car sales fell 25.8% to 116,724 in the first half of 2026 as the US-Iran war weakened buyer confidence. The decline was steepest in March, at 47.2%, and narrowed to 41.9% in April, 35.3% in May and 22.8% in June. Shipping was disrupted in parallel, with DP World reporting that Jebel Ali handled 374,000 TEU in the second quarter of 2026, down 90.1% from 3.8 million a year earlier, as conditions in the Strait of Hormuz cut vessel traffic into the Gulf.

Modification spend falls considerably less than vehicle sales. Full-year 2026 new sales are estimated at 277,400, a 17.4% decline, on the basis that the second half runs 10% below 2025. Installations fall 7.92% and value 4.60%, because only film, paint protection and new-vehicle off-road packages are tied to the handover, while wheels, styling and used-car work depend on the 4.56 million registered vehicles already on the road. Installed prices rise an estimated 5% in 2026 as freight and war-risk insurance costs pass through to imported film, wheels and off-road parts.

The recovery is concentrated in 2027, when value rises 21.70% to USD 596.07 million as new sales return to about 322,000 units. That year carries the greatest uncertainty in the forecast, since every 10% shortfall in 2027 new car sales against the 322,000 expected removes about USD 25.19 million from 2027 value.

Regulation Draws a Line Between Protection and Performance

UAE rules separate modifications that protect a vehicle from those that change how it performs, and that distinction shapes the segment mix. Tint is permitted up to 50% on side and rear windows with the windscreen kept clear, and exceeding the limit carries a AED 1,500 fine under federal traffic rules, while under Decree No. 30 of 2023 Dubai can impound the vehicle with a AED 10,000 release fee. A colour-change wrap is legal in Dubai with an RTA colour-change permit of about AED 120 and approval through the Dubai Police app.

Engine, chassis and exhaust changes are the focus of enforcement. Article 73 of the federal schedule of violations under Ministerial Resolution No. 178 of 2017 sets a AED 1,000 fine, 12 black points and 30 days' impoundment for unauthorised changes to the engine or chassis of a vehicle. Federal traffic rules are now set out in Federal Decree-Law No. 14 of 2024 on traffic regulation, which took effect on 29 March 2025. Impound release fees in Dubai reach up to AED 50,000 under Local Decree No. 30 of 2023, and in July 2026 the RTA Licensing Agency stated that it does not permit major engine modifications or changes that raise noise, with 95 decibels as the approved limit.

The regulatory framework pushes spend toward protection and toward off-road work that stays within the rules, such as suspension, bumpers and recovery gear, and away from engine tuning and loud exhausts. Performance and styling modifications grow at 6.58% a year, the slowest of the four product types, and their share of value falls from 20.68% to 18.40% by 2030.

  • Large off-roaders leading the new-vehicle sales chart in 2025. The Toyota Hilux led 2025 sales with a 5.7% share and the Nissan Patrol followed with 5.0%, while the Jetour T2 rose 98.4% to third and the Toyota Land Cruiser 12.7% to fourth, widening the off-road accessory base.

  • Distributors packaging accessories into the new-car sale at handover. Al-Futtaim Trading Enterprises launched Jeep Wrangler Sahara Off-Road and Extreme editions with lift kits, Fox shocks and WARN winches, and the Nissan Patrol NISMO preview at Al Masaood lifted bookings by 150%.

Wheels and tyre upgrades account for USD 95.36 million in 2025, 18.57% of value, rising at 7.74% a year to USD 138.42 million, 17.44% of value, by 2030. The segment is tied to the registered parc rather than to new sales, with 72,960 upgrade jobs in 2025, equivalent to an estimated 1.6 per 100 registered vehicles, at an average of about USD 1,307. A single BFGoodrich KO2 all-terrain tyre costs AED 1,000 or more fitted in the UAE.

Performance and Styling Modifications

Performance and styling modifications are worth USD 106.16 million in 2025, 20.68% of value, and grow at 6.58% a year, the slowest rate among product types, to USD 145.99 million, 18.40% of value, by 2030. The segment covers colour-change wraps, exhausts, engine tuning, body kits, lighting and coachbuilt conversions from Brabus and Mansory. A full wrap on a large SUV starts at about AED 15,000 in Dubai, and enforcement against noise and engine changes holds the fitment rate down.

SUVs and 4x4s

SUVs and 4x4s form the largest vehicle type, at USD 276.65 million in 2025, 53.89% of value, rising at 9.15% a year to USD 428.53 million, 54.01% of value, by 2030. The class takes an estimated 70% of off-road spend and 62% of wheel and tyre upgrades, and includes the Nissan Patrol, Toyota Land Cruiser, Jetour T2 and Land Rover Defender.

Pickups

Pickups account for USD 70.82 million in 2025, 13.79% of value, and grow at 9.13% a year to USD 109.62 million, 13.81% of value, by 2030. The Toyota Hilux, the best-selling vehicle in the UAE in 2025, anchors the segment, which takes an estimated 30% of off-road equipment spend.

Passenger Cars

Passenger cars, including sedans, hatchbacks and sports cars, account for USD 165.92 million in 2025, 32.32% of value, rising at 9.01% a year to USD 255.35 million, 32.18% of value, by 2030. The class takes an estimated 45% of film and protection spend and 55% of performance and styling spend, but none of the off-road segment.

Authorised dealer accessory programmes account for USD 84.96 million in 2025, 16.55% of value, and grow fastest among channels at 9.84% a year to USD 135.85 million, 17.12% of value, by 2030. Dealers sell tint and paint protection at handover and package off-road editions such as the Jeep Wrangler Sahara Extreme, which is why this channel fell hardest in early 2026.

Online and Direct-to-Consumer Sales

Online and direct-to-consumer sales are worth USD 60.45 million in 2025, 11.77% of value, rising at 8.78% a year to USD 92.06 million, 11.60% of value, by 2030. Online tyre and service platforms such as Pitstop Arabia, together with brand webshops, sell wheels, tyres and bolt-on accessories, with fitting booked through partner workshops.

Dubai

Dubai is the largest region of the UAE car modification market, with USD 293.05 million in 2025, 57.08% of value, rising at 8.87% a year to USD 448.25 million, 56.49% of value, by 2030. The emirate held 60.36% of 2024 vehicle registrations reported by the Ministry of Interior and hosts most tuning houses and film studios together with the Brabus and Mansory showrooms. Enforcement is also strictest in Dubai, where 251 vehicles were impounded in the Ramadan 2026 campaign.

Abu Dhabi

Abu Dhabi is the second-largest region and the fastest-growing, with USD 148.04 million in 2025, 28.84% of value, rising at 9.53% a year to USD 233.35 million, 29.41% of value, by 2030. The emirate held 26.59% of 2024 registrations but an estimated 38% of off-road spend in 2025, rising to 40% by 2030, supported by the Liwa International Festival, the AD4x4 club and ARB Emirates, which belongs to the Abu Dhabi-based Al Masaood group.

Sharjah

Sharjah accounts for USD 39.32 million in 2025, 7.66% of value, and grows at 9.10% a year to USD 60.77 million, 7.66% of value, by 2030. Its 7.06% share of 2024 registrations understates its role in the trade, because Sharjah hosts distribution centres for Dubai-based accessory companies such as Advanced Expeditions Vehicles.

Northern Emirates

The Northern Emirates, comprising Ajman, Ras Al Khaimah, Fujairah and Umm Al Quwain, account for USD 32.98 million in 2025, 6.42% of value, rising at 9.17% a year to USD 51.13 million, 6.44% of value, by 2030. Together they held 5.99% of 2024 registrations, and the mountain routes of Ras Al Khaimah and Fujairah support off-road demand above their population weight.

How Competition Is Evolving

The UAE car modification market is fragmented, with no company reporting UAE modification revenue and the trade running through hundreds of independent tint studios, off-road shops and tuning workshops in Al Quoz, Sheikh Zayed Road, Musaffah and the industrial areas of Sharjah. Because supplier shares could not be sourced, competition is described by layer, the first of which comprises the vehicle distributors that sell film, protection and accessory packages at handover, including Al-Futtaim Motors for Toyota, Arabian Automobiles Company for Nissan in Dubai and Western Motors for Jeep in Abu Dhabi.

The second layer comprises the specialist accessory distributors. ARB Emirates, owned by Al Masaood, has distributed ARB, Old Man Emu and WARN products since 1990 from stores in Dubai and Abu Dhabi, and marked 35 years with its Australian principal at Liwa 2026. Advanced Expeditions Vehicles, established in 2004, runs distribution centres in Dubai and Sharjah, while The4x4 World, founded in 2023, sells Fox, Ironman 4x4 and ARB products with in-house fitting. Film brands such as XPEL, which runs a certified installer programme for the Middle East with a 10-year warranty on its Ultimate Plus film, and 3M sell through installer networks rather than through their own shops.

The third layer comprises the premium tuning houses, led by Brabus, which opened a regional headquarters of more than 3,000 square metres on Sheikh Zayed Road in 2011, and Mansory, which opened its first self-managed showroom, of more than 800 square metres, on the same road at the end of 2021. Competition across all three layers turns on fitting capacity in the desert season, access to stock during the 2026 shipping disruption and the ability to keep work within RTA rules as enforcement tightens.
